From their earlier conversation, she was sure that he must have understood what she was trying to achieve through this method.
By utilizing their experiences with CLOVER's new soaps, she was trying to increase her business's popularity among the nobles.
However, if he was uncomfortable in helping her publicize how his experience with the new soap had been then there was nothing she could do.
She would not force him to do something he wasn't willing to do but at the same time, she would not waste the product on him.
Sending it over to someone else would be a better step to take in this situation.
