Harold stood by the pavilion away from the palace with his hands behind him as he looked into the lake, waiting for Alvin to return with Harvey, whom he had sent for.
Approaching Harvey anywhere around the palace wouldn't be a wise decision, and neither would it be safe for Alicia, as someone might overhear them and report to the king or queen that Princess Amber was an exiled princess, and he didn't want that to happen.
