Manipulation magic was very difficult to counteract as it affected one's brain directly. Only people who had strong mental defenses and were able to put up a protective barrier in their minds were able to escape from manipulation magic.
At the very least, that person must have magic as potent as Matthew and the royal knights.
However, Ruby was still able to manipulate the minds of Holden and Xylon, so there was no way a landfill keeper could have magic stronger than the royal knights.
"The one who put the protective magic was not Mr. Gorgon, but someone else." Liviana revealed, "I need time to break the protective magic in his mind."
