"One world can be designated as 'High Level' when the strength of that world's inhabitants cross a certain threshold."
After Noier's explanation, Lya spoke up-
"The inhabitants are also a defence mechanism for the world. But different world have different approach to that logic. Like your previous world, which at the time of crisis tried to strengthen all its inhabitants or atleast gave a chance for all the inhabitants to grow stronger. But there was no particularly super strong person among the billions of inhabitants. By the help of other dead world and their revenge plot, a super strong existence, that means you, Elena was born."
Continuing from Lya, Ster started speaking-
"But everything from your existence, to the other already dead world's help, were uncertainties. In my view, your old world just won a big gamble."
Lya started explaining again-
"There are world which take completely different approach than your last world. They choose a single or a few person and super-strengthen them and made them their Guardians."
Noier continued-
"But our world RASHTROYNI takes a different approach. Instead of strengthening all inhabitants or a small group of inhabitants, we administrators or gods were created. If we exclude you than we three Supreme Goddesses are all way stronger than TIRTANYA'S second strongest. Not only that even among the 25 high ranking gods there are some who have same level of strength matching the next strongest person after you. Right now you are overwhelmingly stronger than us but we can proudly tell that if SLUGERRUD attacked us first, then we would have more than 50% chance of defeating or 90% chance of at least repealing it."
Lya spoke up again-
"That means, in terms of high end power we are even slightly stronger then El's previous world. So, instead of strengthening all inhabitants, we administrators choose worthy individuals and make them demigods for their further growth. We don't stop the growth of the world inhabitants but try to optimise it."
Hearing their explanation, the doubt in Elena's mind were cleared. She the said-
"I see, so that is the case. To be honest I do think your system is more stable than TIRTANYA'S. As there was a lot of problems with more people, specially unworthy bunches getting more power then what they deserved. Not only that some even used the system to gain strength and then join the other side."
"Even tho you say that I'm overwhelmingly stronger, I don't think that is completely true. Yes, my levels and stats have grown insanely and I can beat you all if I brute force it but my skills are overwhelmingly behind my stats. That's why I also planed to improve my skills in this world, specially my concept magics. So I will appreciate some help from all of you."
Saying so Elena bowed to them. Lya, Noier and Ster hurriedly told her to lift her head and replied-
"We all will be glad to help but it's not like our concepts are overwhelmingly stronger than yours. But if we can help you in any way, let us know and we will do our very best."

Ster: Material Magic (lv. 10), Soul Magic (lv. 4), Life Magic (lv. 5), Gravity Magic (lv. 10), Space Magic (lv. 2), Time Magic (lv. 1)
Noier: Destiny Magic (lv. 2), Space Magic (lv. 5), Time Magic (lv. 5), Gravity Magic (lv. 7), Material Magic (lv. 4), Soul Magic (lv. 3), Life Magic (lv. 1)
Lya: Creation Magic (lv. 1), Space Magic (lv. 10), Time Magic (lv. 10), Gravity Magic (lv. 9), Spirit Magic (lv. 2), Material Magic (lv. 5), Fate Magic (lv. 9)
Four of them shared their own skill levels in Concept Magic. After crossing the level limit of 999, Concept Magic is the main orthodox path for a magic caster. Elena desired to even reach the Transcendental path in her Sword and Martial arts but for now she have no idea how to. So she want to get stronger in the magic system where the strengthening method is known.
Creation Magic is evolved version of Life Magic. Elena reached this step inside the time stop. There she also had a large increase in the concept of time and space. Material Magic also got some boost by her mastering a lot of Crafting type skills. Others got minimum boost.
Destiny Magic is evolved version of Fate Magic and Spirit Magic is evolved version of Soul Magic.
"Lya, you're amazing. You've two evolved magic and also a lot of them are close to evolving. That is super amazing. And Noier too. Fate Magic is one of the hardest concept to master. Evolving it is really amazing. Ster also have hard concepts like Material and Gravity Magic on max level. I'm really looking up to all of you for that."
Hearing Elena praising them like that all the Goddesses got a bit embarrassed. Lya spoke up red faced-
"Elena is the amazing one. We have trained of millions of year but Elena was able to improve so much in such a short amount of time. I really respect you for that."
Noier and Ster also spoke up-
"I might have evolved Fate Magic but in exchange my other Concept magic skill level is quite low. So I think you did a lot better job mastering a lot of Concept Magic to high level."
"As for me, I still haven't managed to evolve any Concept and haven't even learn Fate Magic. I'm really pathetic, you know."
"No no, you're the youngest among us. So what you've done in this short amount of time is praiseworthy."
"Ster is in the wrong here. I'm sure you'll get Fate Magic very soon."
"Ster have reach level 10 for two quite complex Gravity and Meterial Magic, so you definitely can learn Fate Magic and even be able to evolve other concepts very soon. You just need a bit more time , practice and knowledge."
Listening to Noire, Lya and Elena, Ster's mood got a bit better. She replied smiling very sweetly-
"Umm, I will do my best. Thank you Elder Sister Lya, Big Sis Noier and bestie Elena."
