Elena had already hired Ji Jae Min, but only a single voice actor and singer was not enough to run a whole organisation. So, Elena needed more talents from various fields. Not only that but she was also planning to create some kind of product of her own and she needed to think about that too. Other than that she also needed to hire some people to do management and other regular duties. It was going to be a lot of work.

Without the heroes, any organisation would just be worthless as whenever a big hero ordered them something, they would have to obey without asking any questions.
