Much of the snow had been melted or cleared away now. The streets were far from clear, but they were traversable now.
That meant that people from the palace could now go out and help dig out any houses that hadn't freed themselves already, as well as do welfare checks on the people. Few residents ventured out of their house except to help clear out the streets, all the same.
Isabelle was among those few.

Well, at least she had a purpose to being out, she supposed.
It was mostly for morale, having the empress walking in the snow, overlooking the recovery efforts, alongside her husbands. But she was also actually overseeing it, too, able to direct, instruct, or answer questions as necessary.
In this case, Snowball was once again snugly tucked in his comfortable, warm fabric sling, snuggled up against her bosom.
